Ben,
  If the pads are loose and the slack needs taking up then neither the
foot brake nor the hand brake will work.  Assuming everything is
otherwise working you need to either:

  a) pump the brake pedal until the slack is taken up, or
  b) unhook the hand brake from the cranks and crank them by hand until
all the slack I taken up.

b) is in the manual.  Perhaps the previous own forgot to do it.  

If the pins are just laying down then the foot brake should eventually
adjust the slack.

Other possible problems which require disassembly

  1) pins are not in the handbrake shaft groove (shaft put in upside
down) so the handbrake is permanently in the on position  and cranking
it does not ratchet mechanism.  The foot brake won't help either.  The
rear wheels don't lock because the slack hasn't been taken up.
  2) rachet/toothed wheel worn and no longer grabbing.  Nothing will
adjust them up.
