The gen voltage is not rising.
Suspects:
1.  Regulator, particularly cutin/cutout points and voltage regulation
winding & points.  The P4 manual gives a good explanation & diagrams of
which coil is which.
2.  Generator underproducing, which can be brushes, or even the bush at the
back (I kid you not).
If the bush is well worn the armature sits skew so the gap is uneven to the
stator.  This reduces output markedly, since a generator is relying on tight
tolerances (small gaps) to complete the magnetic flux circuit.
