Two further things to check.

The speedo may have stiff grease or something like that (unlikely).

Does the speed surge up when you let off the gas, then drop down 
under acceleration again? If so, then the Nut or bolt holding the 
frive flange on the back of the gearbox is loose or, in the case of 
the nut, the thread on the end of the gearbox mainshaft has broken 
off. Only early gearboxes have the nut, anything before 1968 in North 
America.
