There is Adelaide Speedo and Gauge service, in Adelaide, Australia. They 
know how to work on these devices, and are very resonable in price. 
Unfortunatley I fear that you are quite a distance from there. I am in 
Adelaide at the moment, and I am heading back to the US in early May, and I 
have a few spares instrument clusters there if you need one.
