Maybe you could test the operation of the valves by disconnecting the
vacuum line and removing the plate and pipe from the side of the valve
body, then having an assistant step on the brake. If the engine is not
running you wouldn't need to remove the vacuum line. The valves may
work a little differently without vacuum available on one side, but it
seems like the control piston should still move when the brake pedal is
pushed, and then the valves should move. Maybe the control piston is
not returning?
All that is easier said than done with the P5 carburettor in the way.
