True at low airflows; at higher flows the jet/needle become the main issue.  Do some maths on it!  (Good treatise in Obert's book)

Does it die after say 20 sec of climbing Ben?

Ben,

The float level is somewhat critical. Look at it as a coarse adjustment and 
the jet adjustment as fine tuning for the mixture. The level in the float 
chamber determines what the level is in the jet itself. Fluid seeking its 
own level.

Sounds like you are on the right track. But you have gone through so many 
things that when you are done, you will not know what the original problem 
was.
