As far as I know the scoops were only really for show (although they 
they were plumbed into the intake system. I think Rover were trying to 
take the attention away from all the ugly extra lights they had to 
attach to the cars for the NADA market! Here in Australia (where it can 
get just as hot as the US) and along with all the other markets, the 
P6Bs never had bonnet scoops. The engine bay gets pretty hot as the V8 
is quite a tight fit and there have certainly been problems here with 
fuel vaporization when you try and restart a hot engine on a hot day. 
Perth usually has plenty of days in summer over 100F! This problem has 
been alleviated to an extent by the aftermarket fitment of electric fuel 
pumps to most vehicles here, maybe these were a standard fitment in the 
NADA cars? I suggest the first thing you do is get the radiator 
checked/unblocked as this should greatly improve the efficiency of the 
cooling system for a start... they really should be checked more 
regularly than most enthusiasts do, especially as many of these cars 
probably don't get used that often, although there's still quite a few 
daily drivers around here!
