Geff,
Don't drill a hole in your new bumper.  Invent a
stainless steel mounting bar (scrap metal merchants?)
that attaches to each bumber mounting bracket with the
existing bolts.  Then drill holes in the stainless
steel mounting bar.  Trot off to a scrap car place and
look for a scrap vehicle which had a metal license
plate bracket slung under its bracket and rig an
arrangement.
