Dirk,

They were an option on the TC and did come with a spanner & hammer.
I have a set of wire wheels on my P6B 3500, I got a TC with wires and 
changed them over, I did have the hubs resplined, new bearings in the hubs 
and I had  the wheels respoked.

I have had them on my  3500 for 10 years and done 12.000 miles in that time 
with no problems.

You may be able to find as set in UK just be prepared for some expense to 
make them safe, they are now over 30 years old and have usually had rough 
treatment.

I seen new hubs and nuts on ebay and try the Rover specialists who are more 
than helpful.
