Yes, every one I have done has been set up that way (some were
original/factory setup).

Thank you Paul.  I can currently lock the cam when the pointer is on (close)

to EP, but it sounds like it would be best to have the cam locked when the 
pin can be inserted in the flywheel (pointer not aligned with EP mark).
