[ROVERNET - UK] 3500s AED fuel shut off valve

Can anyone tell me the proper function of the fuel shut-off valve in 
the line leading from the Automatic Enrichment Device on the 3500s? I 
observed it spitting fuel this morning at low idle. Is it designed to 
control fuel flow, and if so, is it self-adjusting or meant to be 
manually adjusted? Turning it does not seem to have any effect. Also 
noticed it venting something--vapor/smoke/atomized gas?

Also appears to be a leak in the AED seal, which is simple enough, and 
a leak in the intake line after the valve, or in the line under it. 
Haven't sorted this out yet.

Any advice re: this system would be GREATLY appreciated.
