It depends on what you mean by 'sill'.  If you simply mean the valance or
rocker panel, those unscrew and are easily replaced with no welding
required.  For example I found two rocker panels from Duane Kennard down
here in Los Angeles, painted them and installed them.  If, on the other
hand, you mean replacing part of the monocoque car structure that is behind
the valance, then I would recommend using a qualified welder since that is
an integral part of the car's structure.
